Stupid people... that was the only part that was not covered.
The rest of the body had clothing on top.
If that's almost naked, bikinis are even closer to naked since it reveals much more skin.

And...
How about those guys who walk around topless?
Why aren't they considered naked?
Especially those with man-boobs.
Man-boobs look the same as a females, but sag much more.
They're much less appealing.

What I do not fully understand is why it's perfectly fine for a male to walk around topless, but when a female does so, it's naked and too immodest.
They look nearly identical on the outside which is all that matters.
The only visible differences is the females' breasts are rounder and MAY be fuller.
The organs are hidden with skin.
Organs that are made to feed babies.
Nothing more.
It's not like it's genitals, so a comparison of breasts to penises does not count.
